.svn\tmp directory error while doing a cleanup

Message Sometimes I get the following error:

Subversion reported an error while doing a cleanup!
--------------------​--------------------​--------------------​------
Can't open directory
'<path>\.svn\tmp': The system cannot
find the path specified.

I managed to workaround it by creating the missing folder, but because
the cleanup seems to work in a serial way, I sometime have to do a
cleanup-createMissingFolder cycle several times until the entire working
copy is clean.
