"I'd like to request/propose" you take a glance at the Property Name
listbox in the dialog that comes up when you click New... from the
TSVN -> Properties menu item. It has one called....tsvn:auto-props

http://tortoisesvn.net/docs/release/TortoiseSVN_en/tsvn-dug-propertypage.html#tsvn-dug-propertypage-tsvn-props

tsvn:autoprops takes precedence over the user's config file.

tsvn:autoprops only works with TSVN. If users are using another
client, it'll be ignored.

Message I'd like to request/propose a new tsvn property:
tsvn:auto-props
If present the lines will be used as if they had been present in the
global config file under [auto-props].
This way you can manage the keywords that are set on files within
(certain parts of) your project, without telling everyone over and
over again which props they should set for given extensions. Also
allows for auto-props for specific directories.

The enable-auto-props could also be a tsvn: property.

Of course, the config file could still be the one with the highest
priority (allowing for someone to override settings).
